The Tradex Scheme is an ongoing mechanism providing upfront concession from Customs duty and GST on goods that are imported and subsequently exported. The scheme was launched in 2000.

The evaluation monitored its efficiency and effectiveness to date. We found that:

  • Tradex is administered efficiently with scope to improve delivery
  • small firms are more likely to report Tradex being important to their operation, while most of the concession went to large firms
  • scheme benefits such as improving cash flow and reducing compliance costs are valued but do not directly influence firms’ decisions to export
  • the need for the scheme has reduced

Findings will help enhance efficiency and inform review of the Tradex Scheme Regulations 2008. An impact evaluation is planned for 2020-21.
