About the review

NOPTA is responsible for day-to-day administration of oil, gas and greenhouse gas titles in Commonwealth waters in Australia.

The Offshore Petroleum and Greenhouse Gas Storage Act 2006 requires the Minister for Resources to review the regulator’s activities every 5 years. 

This review will cover the period from 1 January 2020 to 31 December 2024. The review will also take into account relevant activities after this time period that impact findings and recommendations.

The Minister for Resources appointed Jane Urquhart PSM as the independent head of review. 

A secretariat team from our department will support the review.  

Review process

The review will engage directly with targeted stakeholders.

The terms of reference outline timeframes, roles and responsibilities, purpose and scope of the review.

Review milestones

  • Announcing the review

    We announced the review on 11 September 2026. 

  • Consultation

    The review will engage with targeted stakeholders from September to October 2026. If you have feedback, please email the review team.

  • Report

    The reviewer will present the final report to government.
