Rolling stock capability index

Introduction

The Rolling Stock Capability Index is the first publication that captures and maps the entities involved in manufacturing, refurbishment and supply of Australia’s rolling stock (heavy and light rail) sector. The index improves visibility of industry distribution and capabilities, and helps support informed decision-making, identify market opportunities and foster collaboration.

You can use the index to filter by:

  • company name
  • product type
  • state location
  • service type
  • company size.

We have developed the index under Pillar 3 Action 1 of the National Rail Procurement and Manufacturing Strategy to map the national rolling stock supply chain.

We will update and refine the index based on the feedback we receive.

About the data

The index presents company capabilities in manufacturing, refurbishment and supply of 32 rolling stock components. The Industry Capability Network (ICN) developed that data, and was reviewed in November 2025. The capability assessment process used ICN’s national supplier database of over 80,000 entities, desktop research and direct engagement with identified companies. All to help determine and classify their service offering. 

We’ve used the ‘manufacture’ service type to cover companies involved in assembly as well as manufacturing. This aligns with the ACCC’s definition of manufacturing, which includes ‘substantially transforming a product’ so that it is fundamentally different from its original components. An example of substantial transformation might be moulding imported sheet metal into a car panel. We’ve included companies that do similar things in the index. Read more about this definition in the Competition and Consumer Amendment (Country of Origin) Act 2017.

‘Certifications’ refer to the quality management systems used by companies to assure and improve performance and quality. ‘Standards’ refer to the technical requirements for design, manufacture and testing of materials and components.

Data limitations

The service types listed in the index refer to all the service types a company provides, rather than the service types available at each location.

Data may be missing from the index due to an incomplete business profile on ICN’s database or a lack of publicly available information. 

The companies provided the standards and certifications information through a survey conducted by ICN. While we have reviewed all data through desktop research, we could not verify all the information.

This is the first version of the index based on best available effort to identify companies throughout the supply chain. We want to build on it over time and are seeking feedback from industry to improve the index.

Product definitions

Component Definition
Adhesives Supply or manufacture of adhesives for the rail industry, including high-strength bonding agents for assembly and maintenance. This includes structural adhesives for metal and composite bonding, sealants for waterproofing, and specialty adhesives and tapes for vibration damping and thermal management.
Assembly lines Facilities where all components are assembled to create the final product. Featuring automated and manual assembly solutions, conveyor systems, robotic arms, tooling and workstations, as well as companies that do the assembly work.
Battery supply and energy management Battery systems including the production or supply of high-capacity batteries designed for energy storage and power supply in electric and hybrid rolling stock. It also covers battery chargers to ensure ongoing power readiness and energy management systems that help monitor and optimise battery usage.
Bearings and suspension systems Bearings, which reduce friction and support the rotation of the wheels and axles, and the production of suspension components like springs, dampers and shock absorbers.
Bogies and couplers This includes the design and manufacture of bogies, which are the undercarriage mounted below the underframe. Typically a welded or cast frame to which wheelsets, drive rolling stock, brakes and other components are mounted. It also includes the production of couplers, devices that connect rail cars, requiring expertise in metal casting and machining.
Braking systems Braking systems for all rail rolling stock including the production of brake discs and pads, magnetic track brakes and brake actuators. It also covers control systems that manage the application of brakes and the supply of pneumatic and hydraulic components that power the braking systems. This includes compressors, cylinders and valves.
Cables and wiring supply Supply or manufacture cabling and wiring for use in various rolling stock systems.
Car body and underframe Manufacture of all components and assemblies that form the main structural framework and exterior of the rolling stock, providing strength, durability and aerodynamics. This includes the fabrication and assembly of car body shells from steel, stainless steel, aluminium, or composites. It also covers the construction of underframes that support the floor and connect to the bogies. It involves producing structural reinforcements like ribs and frames, and supplying exterior panels, cladding and front masks.
Circuit boards Circuit boards for the rail industry including the design and production of printed circuit boards (PCBs) used in various rolling stock systems. These circuit boards are essential for housing and connecting electronic components in control systems, power management, communication networks and safety systems.
Communications systems Communication systems for the rail industry including systems that facilitate communication in and between rolling stock. It also covers radio communication systems, audio and visual display announcement systems, data transmission networks and emergency communication systems.
Control panels and displays Control panels and displays for the rail industry including interfaces used by operators to monitor and control rolling stock systems. This covers traction, braking, energy management and signalling. This also includes passenger displays and systems that communicate with trackside equipment and central control centres. Key components include touchscreens, indicator lights, switches, digital displays, microcontrollers, processors and sensors.
Control systems and signalling Control systems and signalling for the rail industry, including advanced systems that manage and monitor functions such as traction, braking and energy management. This also involves signalling systems that communicate with trackside equipment and central control centres. Key components include microcontrollers, processors, sensors and signalling devices.
Diesel engines Diesel engines for the rail industry including the design and production of fuel injection systems, tanks and pumps.
Door systems This includes exterior doors, interior compartment doors, associated control systems and any auxiliary/electric motors.
Fire systems Fire systems and fire suppression systems that detect and extinguish fires in in rolling stock. This includes smoke detectors, fire alarms, automatic fire extinguishers and integrated fire suppression systems designed specifically for the rail environment.
Fuel cell technology Fuel cells that generate electricity through using hydrogen as a fuel source.
Glass Materials used for windows and windshields and the products themselves. This includes laminated and tempered glass designed to withstand impact and harsh conditions.
HVAC (heating, ventilation and air conditioning) HVAC systems designed for rail applications to ensure efficient heating, cooling and ventilation in passenger and crew compartments. It can include air handling units that regulate airflow, climate control systems that monitor and adjust temperature and humidity levels and refrigeration components like compressors and condensers. It also covers heating elements like electric heaters and heat exchangers, air filtration systems and any auxiliary or electric motors required to power the system.
Insulation materials Thermal and acoustic insulation solutions for the rail industry including materials for temperature control, noise reduction and fire resistance.
Interior design and fabrication Design services, material selection and manufacturing or supply of interior components such as wall panels, flooring, ceilings and interior fittings.
Lighting supply Lighting systems for the rail industry including the design and production of efficient and effective lighting solutions for various interior and exterior applications. This includes ambient lighting, reading lights, emergency lighting and control systems for managing light intensity and distribution.
Metals Supply or manufacture of metals or metal products for the rail industry, including steel, stainless steel, aluminium, copper and brass.
Paints and coatings Supply or manufacture of paints and coatings for the rail industry. Including exterior and interior paints, anti-graffiti coatings, anti-corrosion treatments and specialised finishes designed to withstand harsh conditions.
Plastics and composites Supply or manufacture of plastics and composites for the rail industry, used in interior panels, seats, windows and insulation. This includes advanced composites for structural applications and various types of plastic for interior and exterior use.
Restrooms Restroom facilities for the rail industry. Including the design and production of sanitary and functional lavatory units. This includes toilets, sinks, plumbing systems and waste management solutions.
Rubber Supply or manufacture of rubber for the rail industry. Including materials used for seals, gaskets and vibration dampening elements, as well as the rubber products themselves.
Seats and berth manufacture Seats and berths for the rail industry including the design and production of comfortable and durable seating and sleeping accommodations for passengers. This includes fixed and adjustable seats, berth structures, upholstery, mattresses and related hardware.
Security systems Comprehensive security systems that ensure safety and security of passengers, crew and rolling stock. These include CCTV systems, access control systems, intrusion detection systems and emergency communication systems.
Semiconductor devices Semiconductor devices for the rail industry, including components such as microcontrollers, power transistors, diodes and integrated circuits used in various rolling stock systems. These semiconductors are essential for power management, control systems, communication networks and safety systems in rolling stock.
Traction motors Electric motors that convert electrical energy into mechanical energy to drive the wheels, providing the necessary tractive force for propulsion. This excludes electric motors used in auxiliary systems like HVAC, door mechanisms, pumps, cooling fans and compressors for pneumatic systems. These the respective supply chains of those systems cover these parts.
Transmission systems and power converters Transmission systems including gearboxes and drive shafts that transmit power from the traction motors to the wheels. Also, the manufacture or supply of power converters, including inverters, converters and rectifiers.
Wheels and axles Wheels and axles for all rail rolling stock.
