Phase 3a involves recovery, transport and offloading of subsea infrastructure from the Laminaria and Corallina oil fields to a nominated Australian port.

We are seeking proposals from organisations to complete phase 3a in 2 stages.

Stage 1 covers the planning work needed before offshore operations can begin, including:

  • managing project, engineering and logistics planning
  • managing procurement and subcontractors
  • preparing project plans
  • supporting regulatory approvals
  • obtaining permits and other authorisations
  • submitting a Stage Gate Review Pack for approval.

Once our department approves the Stage Gate Review Pack, stage 2 can begin.

Stage 2 includes:

  • removing subsea equipment from the Laminaria and Corallina seabed
  • transporting recovered items to a nominated port
  • offloading recovered items and transferring them to the phase 3b contractor
  • ongoing project management, engineering, logistics and procurement activities needed to complete the project.

The successful contractor must complete all work in line with the program's priorities, including:

  • achieving outstanding safety, health and environmental performance
  • delivering quality outcomes through good industry practice and standards
  • effectively managing risk and change
  • complying with all regulatory requirements and timeframes
  • delivering a technically compliant solution that provides value for money
  • aligning delivery with environmental, social and governance expectations.
