Before you start

Read the Critical Minerals Strategic reserve eligibility criteria.

Gather details on your project and desired financial support, including: 

  • status of your project's pre-feasibility study
  • the product(s) your project will produce
  • projected production volume in 2026, 2030 and beyond
  • maximum production capacity

Prepare a 1-2 page proposal letter. It should cover:

  • Reason for seeking CMSR support. Why do you want support for this project? For example, what market failures would support help mitigate or address?
  • Strategic value to Australia. How does the project support Australia’s strategic interests? For example, will the project support domestic sovereign capability? Will it support Australian jobs and economic opportunity? Will it strengthen relationships with key international partners?
  • International engagement and customers. What current or future international customers or engagement have you had on this proposal? For example, have you received a letter of intent from a foreign export credit agency? Or interest from an original equipment manufacturer (OEM) or government outside of Australia?
  • Offtake position. What percentage of the project’s total production with committed offtake agreements will there be if any? Include detail on location.
  • Upstream and downstream processing. For example, where is the project’s feedstock supplied from? Will the product be sent overseas for processing? What is the final end use for the product?
  • Timeline and regulatory milestones. For example, when do you expect to get permits? Go into production? Meet regulatory requirements? End the project life?
