The Community Energy Efficiency Programme (CEEP) was introduced in 2012 as part of the Low Carbon Communities initiative. It was a competitive merit-based grants program that provided co-funding to local governments and non-profit community organisations to improve their energy efficiency. A total of 153 projects were completed and $96.3 million was paid in grant funding.

The CEEP evaluation was conducted by the department’s Evaluation Unit and was completed in April 2017.

Additionally, the department engaged ACIL Allen Consulting to evaluate the governance and administration of the CEEP and the Low Income Energy Efficiency Program (LIEEP).
