The Australian Industry Participation National Framework (AIP National Framework) was signed by Australian, State and Territory Industry Ministers in April 2001. All Industry Ministers committed to incorporate in their industry development policy the following principles: full, fair and reasonable opportunity, free of interstate preferences, regional development, competitive neutrality, value for money, transparency of process, policy consistency and consistent with Australia’s international obligations.
The AIP National Framework encourages Australian, State and Territory governments to adopt a consistent national approach to maximising Australian industry participation in investment projects, in Australia and overseas.
The AIP National Framework sets out four strategic approaches to promote Australian industry participation:
- encouraging industry to meet world’s best practice through capability building;
- early identification of opportunities for Australian industry participation both domestically and overseas;
- promoting Australian capability and integrating industry into global supply chains; and
- enhancing project facilitation and Australian industry participation.
In addition to the AIP National Framework, each jurisdiction has its own industry participation policies aimed at increasing Australian industry participation in public and private sector investment projects.
The AIP National Framework represents an investment in Australia’s future through supporting Australian industry to innovate, develop and enhance competitive capabilities and take advantage of investment opportunities. The AIP National Framework focuses on industry development, in particular developing the alliances necessary to ensure that capable Australian companies are able to access global opportunities.
Current Government programs, such as the Enhanced Project By‑law Scheme, the Supplier Access to Major Projects (SAMP) program and Industry Capability Network Limited (ICNL), help Australian companies to access major projects, develop new capabilities and integrate into global supply chains.
